The rules for offering a project:
1. Projects that no group work on
2. Projects that no group currently works on (Meaning that no new release was made in the 6 last month)
3. Projects that are released in rates of 3-4 times higher than their release rate in Japan. For example, if a group releases a weekly series a chapter a month.
4. Projects that have been dropped
