What a nice surprise to wake up to ^_^
As for HQ, since we're both from MH, I will use MH's system for determining ratings.
First, the scanner didn't put a black sheet over the page when he scanned, so on a lot of pages you can see the other side. This happened a lot, but one really noticeable place is page 17 where you can see page 16 on Matsuri's face. For HQ, you need to replace or fix grays like that up.
This also created a lot of dirt in the white areas from the black on the other side. For instance, on page 4, there's dirt in the ceiling in panel 1, above their heads and on their faces in panel 2, and even in the space between panels 2 and 3. Those are just a few examples, but for HQ your whites need to be really spotless.
You made the right decision, though, by not over-leveling a page to compensate for the shadows from the other side. Better to have a decent page with some dirt than an over-leveled crap page without dirt.
Personally, I think you made the right decision by not fixing up the grays. SQ is printed in good quality for a magazine, so all the details could still be seen. Spending hours and hours on all those grays just to be called HQ is a waste, IMHO. I think it's only really worth it for LQ mags like Jump where the grays are completely ruined after scanning. And then, it's only worth it when you have a team of several cleaners working together.
Also, your typesetting looks great! One last little hint is for when your text goes over an image like on page 9. Right click on the text layer in PS, choose Blending Options, Click on the last item in the window - "Stroke." Choose white as your color and then either 2 or 3 px width. This creates a white outline around your text and will make it easier to read when on a gray background.

Thanks for the review/rating, I really couldn't be stuffed with all the dirt in the beginning as you could see, though I tried harder with the cleaning in later pages.
First time I typesetted while trying, I'm always so unmotivated when I do it, mainly because of the tedious cleaning, and edtiting.
Thanks again, we'll be making Matsuri Special one of our projects, and trying our best everytime to get it to HQ perfection.
BTW, you never really said what quality it was. ;D Just to let you know.
